Assessment of Urban Development Guidelines

​​​​​​​​​​Law No.4 of 1994 on the Environment and the Executive Regulations issued by Decree No.338 of 1995 states that new establishments or projects as well as expansions of existing establishments must be subject to an “Environmental Impact Assessment” (EIA) before a permit is issued. For Urban Development projects, an EIA may be needed for: • The change in the existing use of an establishment within the urban area and the introduction of new activities • The new cities established outside the existing urban boundaries. • Tourist zones in areas of special nature. • Extensions of existing areas The EIA report should be submitted via the Competent Administrative Authority to the Egyptian Environmental Affairs Agency (EEAA). The EEAA will review the study and prepare an opinion indicating if the project can be approved. ​​​​​
