The purpose of these guidelines is to identify the main factors to be considered when preparing an Environmental Impact Assessment (EIA) study for cement manufacturing plants. Each project should be carefully assessed to identify the key issues and an EIA to assess these, using these guidelines for assistance. The issues presented here are equally applicable in preparing a Compliance Action Plan (CAP). They will also assist in identifying those issues which are of most concern to the relevant government agencies. Not all matters in these guidelines will be applicable to every proposal. The EIA must be tailored to suit the potential impacts of the specific proposal at the specific proposed location(s), and it is essential to focus on relevant key issues.
